公共文明是社會意識的一種體現，而公共文明又建立在個人的道德修養水平之上。試想一下，如果有人不注重自身的文明修養，他會有良好的公共文明嗎？不會！個人文明禮儀是根、是本。人要有良好的公共文明必須先從自身做起，從身邊做起。所以魯迅先生說：「中國欲存爭於天下，其首在立人，人立而後凡事舉。」「立人」的意思便是要完善人的思想和文明修養，人的文明修養並不是與生俱來的，而是靠後天不斷完善的。要完善個人修養，首先要致力於讀書求學，完善自身的認知水平；認知到達一定水平，就有了明辨是非的能力；有了分辨是非善惡的能力，就要端正自身的心態，不違背自己的良知，努力使自己的一言一行都符合道德的標准，自己的修養便得到完善。這就是古人所說的：格物、致知、誠意、正心、修身。完善個人道德修養，便有了推進社會公共文明的基礎。
而一個社會的文明氛圍對他的民眾亦有莫大的影響。為什麼這么講呢？相信有的同學去過歐洲或日本，就很有親身體會。大的不說，只看看過馬路這樣的小事。只要亮起紅燈，縱使馬路上一輛車都沒有，外國人絕不會過馬路。他們認為這是必須遵守的公共文明。試問，在如此的氛圍中，有誰會肆無忌憚的闖紅燈呢？這就是社會氛圍的力量所在。但再想一想，如果我們不是從自身做起，這社會氛圍又從何而來呢？
