1、賽場設置：以省（自治區、直轄市）為一個賽區，競賽活動在省（自治區、直轄市）競賽組委會的領導下，初賽由各參賽高校設賽點組織進行，決賽由省（自治區、直轄市）競賽組委會統一安排考場。所有賽點的標准賽場考生必須為30人；非標准賽場考生必須低於30人。凡是安排超過30人的賽場，視為違反賽規。

2、聽力測試：所有初、決賽賽點須提前安排和檢查好聽力設備和場地。聽力測試必須在規定時間統一播放，在規定時間結束，否則視為違反賽規。自2011年起，全國大學生英語競賽初、決賽聽力部分將採用光碟播放的形式，光碟配發比例為100：1（參賽人數：光碟數）。

若確因特殊情況無法使用光碟播放聽力的參賽單位，在向省（自治區、直轄市）組委會提交的報名表中要特別標注使用聽力磁帶，磁帶的配發比例仍為30：1（參賽人數：磁帶數），未特殊標注者將統一發放光碟。

同時，為做好保密工作，防止聽力泄題，聽力光碟將設置打開密碼，由全國競賽組委會於考前一周電話通知各省（自治區、直轄市）競賽組委會主要負責人，由該主要負責人通知所在省（自治區、直轄市）各參賽單位負責人。

3、賽區巡視：各省（自治區、直轄市）競賽組委會須派特派員(巡視員)檢查和巡視初賽賽場及評卷工作；決賽工作由省（自治區、直轄市）競賽組委會統一安排。
