三、改革開放後中國英語的發展

改革開放後，中國與西方英語國家及美國的交往更加密切。對外貿易開始發展，外資企業也開始在中國市場上出現。為更好的適應改革開放後中國的經濟、社會發展，越來越多的人開始學習英語。1980年葛傳規先生首先提出「中國英語」的概念。且在2001年中國加入世界貿易組織後，中國與國際間的交往更加密切。

學習英語的重要性
①英語是當今世界上主要的國際通用語言這一，也是世界上最廣泛使用的語言。據1986年的統計，
世界上以英語為母語的人近4億，差不多每十個人中就有一個人講英語。英國、美國、加拿大、澳
大利亞、紐西蘭等國家的人都講英語。世界上約有20國家把英語作為官方語言或第二語言使用，共
計約有8億人。也就是說，世界上差不多每五個人中有一個人至少在一定程度上懂英語。若加了世
界各國中小學生學習英語的人數，懂英語的人就更多了。
②英語的使用范圍非常廣泛。世界上70%以上的郵件是用英文寫或用英文寫地址的。全世界的廣播
節目中，有60%是用英語進行的。國際上的資料絕大部分是用英語發表的。絕大部分的國際會議是
以英語為第一通用語言,它也是聯合國的正式工作語言之一。總之，在國際政治、軍事、經濟、科
技、文化、貿易、交通運輸等領域，英語是一個重要的交際工具。
隨著我國對外開放的不斷擴大化,科學技術的不斷進步,國際地位的不斷提高,迫切需要造就一大批
精通外語的專門人才,以加速我國「四化」進程，使我國在國際事務中發揮更大更積極的作用。因此，
學好英語對實現上述目標具有重要大的現實意義和深遠的歷史意義。
我們需要學習別人的先進技術
中國在近幾十年的確發生了翻天覆地的變化，各方面都發展得很快。但是，不容置疑的是，我們在很多技術方面仍然落後於西方先進國家。要發展，要進步，要在較短的時間內掌握各種技術，我們不可能單靠自己搞研究，必須學習別人先進的技術。而學習的必要前提便是要掌握世界通用技術交流語言，我們的工具－英語。就計算機程序開發為例：雖然目前的計算機操作系統已經有中文版，但要進行應用程序開發，程序還是用英語編寫的。高新技術資料大部分都是以英語編寫。印度雖然在很多方面的發展比不上中國，但印度的軟體開發業卻比中國發達很多。造成這種差距，其中一個重要原因就是印度程序員普遍英語應用水平比中國程序員高。
與世界各國合作需要英語
我們在學習別人先進技術，經驗的同時，也需要與世界各國展開各種技術上和經濟上的合作。如果不懂英語，便無法與合作方溝通交流，也更談不上合作了。譬如某公司開發了一個具有世界水平的產品，如果能打開國際市場，前途將是一片光明。但偏偏公司人員不懂英語，無法很好地與國外客戶溝通，無法將產品的優良性能展示出來，這將是一個慘重的損失。
