考勤是记录员工出勤情况，计算员工工资的重要依据。在有关工资支付、休息休假等劳动争议处理中，考勤记录是属于用人单位掌握管理的证据之一，如果用人单位不提供考勤记录，将承担不利后果。考勤制度是企业劳动规章制度中最为重要的制度之一。
考勤制度框架和内容。
考勤制度一般包括以下内容：
①总则（目的、适用范围等内容）；
②工作时间和休息休假（工作时间及休息休假安排）；
③考勤管理（包括打卡规范及违规处理等内容）；
④加班管理（加班原则、加班申请与审批等内容）；
⑤请假制度（请假手续、批假权限等内容）；
⑥附则（制度的制定、修改、公示、解释和施行时间等内容）
制定原则
考勤制度制定时一定要在合理原则上下功夫，具体说，要注意工作时间和解咒的掌握，要注意劳逸结合。

要紧密结合本企业的实际情况制定，尽量做到无论是管理人员还是普通员工都要记录考勤，并且每月考勤都要员工签名确认。
二、有效落实（贯彻）企业规章制度。
企业规章制度是为了进一步深化企业管理，充分调动和发挥积极性、创造性，切实维护企业利益和员工的合法权益，规范企业经营行为和员工职业道德、行为等而建立起来的一系列的管理规范。俗语“没有规矩，不成方圆”，一言僻之，足以概括企业规章制度在现代企业管理中的重要性。然而，在现实中，无论企业规章制度的“成”与“行”都不甚尽如人意，尤其在制度的落实方面。
1、企业制度的制订。
在制度的建立方面，一些企业可以说是“典范”，各种规章制度应有尽有；而与之截然不同，一些企业除了成立企业必须的《章程》以外再无其他能称之为制度的东西，所有的行政、经营行为都是在企业“一把手”的授意之下完成的。其实企业制度不患寡，也不患众，而患虚，怕的是犯行而上学的本本主义错误。企业制度的“成”，即企业制度的建立，可以说是企业实现管理的前提和基础，是实现“有法可依”的过程，几乎企业所有的管理行为都要以此为依据，所以企业制度建立必须符合以下原则：①企业制度建立必须符合合法性原则企业的各项规章制度是企业的内部之“法”，是国家法律、法规在企业的具体落实和延伸，它的建立必须结合《公司法》和《劳动法》，符合相关法律法规的规定，即企业规章制度的成立必须建立在合法的前提下。只有合法的企业内部规章制度才能够切实保护劳动者合法权益，提高劳动生产率，促进企业建立和谐的劳动关系。②企业制度建立必须符合科学性原则.业制度建立必须符合科学性原则，也就是说企业规章制度制订必须要全面、完整、科学，符合实际需要，具有可操作性。首先，企业规章制度是企业根据自身特点，在生产、经营、质量、技术、人力资源开发等各个方面制定的一系列管理规范，在制定时，必须全面考虑，使规章制度具有完整性，避免出现管理“真空”。其次，企业规章制度是全体职工的行为准则，是企业管理理念、管理思想和管理方式的体现，在制定时，必须从企业管理的实际出发，充分论证，实事求是，使制定的规章制度具有科学性和可操作性，不能靠闭门造车或搞“暗箱操作”，更不能随心所欲地凭主观臆断制定一些“土政策”。③企业制度建立必须符合公平性原则.这一原则其实是科学性原则的细化，不能体现公平的规章制度即使在表面上再全面，再完整也不能说是科学的规章制度，其不具有可操作性，更不符合实际。我们在工作中常常听到员工在抱怨“为什么……”，虽然不排除一些员工不明就理自怨自艾，但在一定层面上也反映了员工对现有制度的不满，对制度公平性的质疑。有些制度看是公平的，因为他涵盖的因素有限，体现的是一种“绝对的公平”，而绝对的公平实质上是最大的不公平，因此，在制订制度时应尽可能的考虑多方面的因素，力求体现：以人为本、机会均等、任人唯贤、同工同酬、奖罚分明……④企业制度建立必须符合时效性原则.规章制度制定要不断修改，做到与时俱进。在企业中可以发现，各种规章制度制定的很多，也比较全面，但总会有某些规章制度不能跟上企业管理的发展，不能满足实际要求，有的规章制度甚至是几年前甚至更早的制度（大多是从其他老企业借鉴而来），现在仍然使用。很明显，这些制度已不能适应企业发展现状的需要了，已经成了摆设甚至是企业发展的拌脚石，不仅不能起到应有的作用，反而妨碍工作的正常进行。因而，制度不能一成不变，要根据企业发展的需要，及时修订，使之符合实际情况，与时俱进。2、企业制度的落实。规章制度制订的最终目的是为了应用，使之为企业经营服务，为员工的自我发展服务。而制度的应用落实有待做好以下几个方面的工作：
①制度的落实首要工作是让员工“知道”有这么个制度。
让员工“知道”有这么个制度的最好做法是在制订制度一开始就让各条战线的员工参与进来，让其充分了解制订一条规章制度的必要性以及制订该规章制度所能实现的目标或利益（意义），只有取得员工的理解与支持，将来执行起来才能取得事半功倍的成效。让员工“知道”企业规章制度的方法还有很多，比如将制度公开，广泛征询意见；组织员工培训，安排适当考核以及笔者谓之“三段论”的方法等等。但无论哪种方式方法，都只有一个目的，就是让员工熟知企业的规章制度，只有这样，员工才会对照自己的行为，明白什么可为，什么不可为，久而久之，便形成了一种良好的习惯，这就是制度落实的一个良好开端。②企业制度的执行和执法一样，讲究的是公正。再好的规章制度，不能公正的执行，只会与制定制度的初衷背道而驰，甚至带来无穷的负面效用。俗话说“制度面前，人人平等”、“王子犯法，与庶民同罪”，不管是领导干部或亲戚朋友，必须严格按制度办事，谁违背了规章制度，谁就应该受到制度的处罚，否则，认人唯亲，保持一团和气或放低处罚标准，甚至大事化小，小事化无，根本起不到应有的作用，甚至会起到消极的负面作用。③领导干部的表帅作用是企业规章制度得以落实的推进器。企业高层领导处在重要的工作岗位，他们负责确定企业价值的目标定位、发展思想、资源配置、各种规章制度的出台以及工作的方式方法等，对规章制度的执行起到决定性的作用。而企业的中层管理者是企业走向成功的中坚力量，他们承上启下，既是大团队中的一员和伙伴，又是小团队中的领导和教练，他们应具备正确做事和做正确事的双重能力。企业领导和中层管理者，通过各方面的工作影响、作用于每一位职工。只有各层领导以身作则，对制度给予充分重视，执行中不偏驳，做到公平、公正，才能有力的推进企业制度的有效落实。④完善的监督机制，是企业规章制度有效执行的有力保障。企业制度的落实仅靠各级领导干部的“自觉性”是远远不够的，并不能保证制度一定能够落实到位、到底。领导干部，尤其是制度的具体执行者，可以说是权力的直接掌握者，“没有监督的权力是危险的权力”，随时都有成为脱缰之马的可能，必然会出现人为偏离制度的约束和要求，不能真正起到约束和规范作用。只有系统、完善的监督机制才是企业规章制度有效执行的有力保障。如果制度的制定不是为了泛泛而谈或表面约束，就将制度细化分工、责任到位、相互监督、严格执行。
