根據國家職業技術教育發展的方針政策、我校的辦學條件及市場的人才需求,特申報開設金融與營銷專業,旨在培養適應市場需要,既懂金融,熟知金融產品,又具備較強的市場分析、營銷技能,從事銀行、保險、證券、投資理財、一般工商活動等工作的應用型高等技術人才。我校開設此專業具有廣闊的發展前景。
(一)、開設金融管理與實務專業的必要性
1、具有廣泛的就讀需求
據了解,2003年,全國有中等職業學校20250所,招生數500多萬,在校生2000多萬人,中等職業學校招生數和在校生數占高中階段教育的比例分別為46.6%和52.1%。中等職業學校畢業生對口升入高等職業技術院校的比例雖逐年提高,但2000年僅達到5%左右。可見,高等職業教育與中等職業教育的發展規模很不相稱,大力發展與中等職業教育專業與規模相鏈接的高等職業教育,必然有旺盛的就讀需求和充足的學生來源。而且,金融與營銷專業目前在全國的高職高專學院中尚未開設,我校首創這一專業,不與其他學院形成競爭,能把握這一先機,必定能為我校帶來極好的發展契機,為市場培養急需的人才。
2、具有廣闊的就業前景
隨著金融業的混業化發展,銀行、保險、證券、投資理財、租賃、信託、擔保、財務等全面興起,市場營銷必然廣泛深層次地嵌入金融行業,因此整個社會對金融人才的需求應該是全方位、多元化的,金融業需要大量的從業人員和市場營銷人員。

中國人口眾多,保險業潛在的市場排名世界第一,隨著我國社會保險制度及醫療保障制度的改革和深化,我國的保險事業將在未來相當長的時期內呈飛速發展的態勢。國內保險機構的隊伍需要不斷壯大,保險專業人才將在較長時期內存在巨大缺口。據預測,在未來5至10年全國保險行業,包括銀行業代理保險,需要從業人員100萬人以上。以上海一地為例,未來五年,上海金融保險從業人員需求看漲,從業隊伍中外資企業人數增長將更迅速,預計到2006年,上海現有68家港澳台和外商投資金融保險企業,其從業人員總量至少增至8萬人。
中國經濟發展,中國證券市場已經初具市場規模和市場形態,1997年底,證券市場總值約占年度國民生產總值的25%,但是同其他一些國家相比差距很大。在金融深化作用下,中國證券市場將加速發展,未來十年將接近或達到新興工業化國家今天的平均水平,因此,以目前市值規模相比較,市場發展有200-300%的廣闊空間。與此相對應的是對證券發行、投資、評估、交易人才的需求呈幾何級數增長,而目前證券從業人員中受過證券專業系統教育和訓練的人員不足二成。
隨著WTO的逐步開放,將會有更多外資金融機構搶灘中國,他們在搶占市場之時,必然會把目光盯在國內金融人才身上,實行「就地取材」「雇員本地化」,而現有金融與營銷人才遠遠不能滿足市場發展的需求。

1、充分體現專業教育和人才培養模式特色
以本專業所需的專業知識結構為基礎,有針對性地確定人才培養目標和基本要求、人才培養的業務規格;以技術應用能力和基本素質的培養為主線,明確專業人才的知識、能力和素質結構,建立以培養金融行業中服務、營銷、管理等需要的高等技術應用型人才為根本任務,以行業拓展和職業需要為根本出發點,以能力和素質的全面提高為中心的新的人才培養模式。
2、改革創新教學計劃和教學手段
我校金融管理與實務專業教學計劃改革的基本思路是:加強對學生「兩基兩能」(「兩基」是指公共基礎知識和專業基礎知識,「兩能」是指相關職業基本技能和崗位專業技能)的培養。在全程教學計劃中將必修課程劃分公共基礎課、專業基礎課、專業(崗位)技能及實訓課、選修課等四大類,在課程設置和學時分配上,加大技能課和實訓課的比重,使實踐性教學環節占整個教學計劃的約40%。
通過公共基礎課和專業基礎課的教學,培養學生的 「兩基」,教學內容要突出理論知識的應用和實踐能力的培養,以必須、夠用為度,以講清概念、強化應用為教學重點,使學生具備一定的知識遷移能力、多種崗位轉換的適應能力和可持續發展的基礎。
實踐教學體系由職業(崗位)技能課和崗位實訓課組成,佔全程教學計劃的40%左右。運用校內校外實訓實習基地,運用計算機等手,通過點鈔、儲蓄存款、對公存款、代收代付、財務會計、國際結算、保險實務、證券投資實務等技能訓練和實訓,結合市場營銷場景演繹,培養學生的「兩能」。我校已與中國農業銀行南湖支行、先鋒支行,中國泰康人壽保險公司長沙分公司等建立合作關系,逐年增加學生頂崗實習、跟班實習的機會,安排學生充當臨時客戶經理、保險營銷員等。此外,積極創造機會和條件,使學生能更多地參加社會公共活動,體驗公關環境、運用營銷知識和公關技巧,提高學生營銷技能。如讓學生參加廣告設計、營銷策劃、會議接待、客戶談判、媒體宣傳、產品試銷、聯誼活動等事務。
在教學方法上,採用啟發式、互動式、案例式和講座式等多種生動活潑的教學方法,重視對現代教學技術、手段的研究和應用。除繼續發揮投影、廣播電視教學等常規電化教學手段的作用外,組織教師對專業主幹課程CAI課件的研究和開發,加速實現教學技術和手段的現代化,使之在提高整體教學水平中發揮越來越重要的作用。並通過教學方法的改革,促進學生個性和能力的全面發展。
3、注重學歷教育與職業資格考試相結合
本專業實行多證考核和培養模式,對專業考核合格,德智體諸方面符合要求的學生,發給國家承認的相應的高等職業教育學歷證書。同時要求學生參加相關職業資格技術證考試,並取得相應證書。本專業涉及的主要資格證有:金融從業人員執業資格證(國家正在籌劃)、保險代理人員資格證書、證券從業人員資格證書、營銷師、會計師、金融英語過級證、理財師等。
4、加快科學實用創新型教材的建設
我校將按照國家教育部制定的重點專業教學指導方案,引進和編寫體現科學性、實用性和創新性的課程教材。2005年將完成編寫5套銀行類高職高專教材,擬編寫金融業務操作手冊,2006年全面建成適合該專業學習和實訓的教材體系。學校將聯合名校教授、金融專家、營銷專家、一線操作員工、本校教師共同編寫教材。同時通過從銀行、保險、證券等機構收集各種單證、操作文本、制度文件等,編印成操作手冊,運用於教學過程中,將理論與實際有機地結合起來,強化學生的動手技能。
綜上所述,我校開辦金融管理與實務專業從必要性來看供需兩旺,從可能性來看各項條件完全具備,因此,我校開設金融管理與實務專業具有必然性。學校在國家教育部門的正確指導下,堅持正確的辦學導向和辦學特色,通過務實的改革和創新,必定能創造出良好的社會效益和經濟效益。
二、金融管理與實務專業教學計劃
(一)、招生對象與學制
招生對象:高中畢業生、職業中專、普通中專及對口升學畢業生。
學制:全日制三年,可逐步過渡到兩年。
(二)、培養目標與基本要求
1、培養目標
金融管理與實務專業培養適應21世紀社會主義市場經濟發展需要,德、智、體、美全面發展,基礎扎實、知識面廣、能力強、素質高,富有創新精神,能在銀行、保險、證券、投資、咨詢、經濟中介、工商企業及其它經濟管理部門從事業務操作、市場營銷和經營管理的應用型高、中級專門人才。本專業以銀行方向為主體、以保險、證券和投資等專業方向為選擇和補充。通過三年的學習和訓練,既為學生畢業後順利就業提供扎實的基本技能,也為學生畢業後進一步深造打下堅實的基礎。
2、培養規格和要求
(1)熱愛祖國、擁護黨的領導,懂得馬列主義、毛澤東思想、鄧小平理論、「三個代表」的基本原理,遵紀守法、忠於職守,具有敬業愛崗、團結協作的良好職業道德。

(六)、實踐性教學
職業教育應注重理論與實踐的結合,尤其應以實踐應用能力為立足點。實踐教學環節的安排是整個教學計劃的關鍵,是培養學生崗位操作應用能力的重要過程。

學生考核分考試、考查。所有必修課的理論部分必須通過考試,實訓課應以按規定要求完成各操作環節作為考試通過,所有選修課採用考查方式。教務部確定考核方式、考核內容,安排教師評定成績。

實踐表明,金融業的發展規模、業務經營格局等均已形成,而市場營銷既是金融業的重要環節,也是金融業的薄弱方面。本專業是在金融專業基礎上,突出營銷切入點,既有專業的創新性,又符合金融業發展對人力資源培養的要求。
