⑺ 高中英語教學僅僅是教語言知識和語言技能嗎
普通高中是基礎教育的一個重要階段。在九年義務教育基礎上制訂的高中教
學大綱是為培養21世紀人才 打好基礎的工作。21世紀是科學技術將進一步
迅速發展的時代，是國際間綜合國力競爭的時代，是人才競爭 的時代。因此，
當代社會對英語教學的要求比歷史上任何時期都要高。1996年制訂的《全日
制普通高級中 學英語教學大綱（供試驗用）》（以下簡稱《普通高中英語教學大
綱》或《大綱》），就是在這樣一個世紀轉 換時期問世的。
《普通高中英語教學大綱》是根據課程計劃制訂的具有權威性的綱領性文
件，是高中外語教學的實施綱要 ，是教學、教材編寫、教學研究和教學評估的
依據。高中英語課通過本學科知識的傳授和能力的培養，提高全 體學生素質，
其任務是"培養在不同程度上掌握一些外國語的各方面的人才"。根據《大綱》
的規定，高中三 年分為兩個教學目標：頭兩年要求達到第一級目標，第三年（文、
理科選修）要求達到第二級目標。達到二級 目標的學生一部分通過高考升入高
等學校，另一部分走向社會就業。
然而，我國高中的英語教學長期以來受應試教育的影響，教學目標單一，單
純為了升學。目前，外語是高 考的必考科目，師生極為重視，教學都很努力。
但是，高考比較重視語法，不設聽力或口語測試，有些學校就 放棄聽說教學，
用大量的時間搞"題海戰術"，嚴重影響正常的教學。鑒於這些情況，高中英語
課程必須改革 。要認真貫徹《大綱》的指導思想，明確高中開設英語課的目的
具有雙重性，使高中英語教學目標分級，分層 次教學，實行等級考試，這樣做
有利於因材施教、調動絕大多數學生學習的積極性，從而提高英語教學效益。
本文僅就學習《大綱》的"教學目的"部分，從以下四個方面談些體會。
一、英語語言教學
《大綱》規定："在義務教育初中英語教學的基礎上，鞏固、擴大學生的基
礎知識，發展聽、說、讀、寫 的基本技能，培養在口頭上和書面上初步運用英
語進行交際的能力，側重培養閱讀能力，並使學生獲得一定的 自學能力，為繼
續學習和運用英語切實打好基礎。"這一段文字是從英語語言教學角度提出的，
其中有三個問 題值得深入學習和研究。一是何謂交際能力，怎樣使學生獲得這
種能力；二是為什麼和怎樣側重培養閱讀能力 ；三是怎樣使學生獲得一定的自
學能力。
（一）培養在口頭上和書面上初步運用英語進行交際的能力
《義務教育初中英語教學大綱》已提出了"為交際初步運用英語的能力」。
《普通高中英語教學大綱》在 它的基礎上提高了要求，提出"在口頭上和書面
上初步運用英語進行交際的能力"。與現行中學英語教學大綱 相比，提出"交
際能力"的要求的確是一大進步。
對"交際能力"的涵義，語言學家們有許多分析。概括起來，交際能力至少
要包含三個方面的能力：第一 是語言能力，即掌握語音、語法、詞彙等語言的
形式，也就是有語法能力、遣詞造句的能力；第二是運用語言 有效地交流思想
的能力，指在預先未知的真實（不是課堂上模擬的）情景中使用語言進行交流，
填補信息溝， 達到交流思想的目的的能力；第三是社會語言能力，要求學生對
所學語言國家的文化要有所了解，懂得何時、 何地、何種場合、對誰該用什麼
方式和態度說什麼話，要求得體地使用語言達到交流的目的。
過去的英語教學雖然一直強調運用語言的能力，但由於受結構主義教學理論
的影響，對"能力"的理解比 較狹隘，滿足於學生理解語言形式、完成機械的
句型操練、掌握一般的聽說讀寫方面的語言技能。學生掌握了 語言知識，但不
過是僅僅具備了語言能力，在實際生活中，他們失望地發現自己聽不懂、讀不快、
張不開口、 寫不出，不會用語言，更談不上恰當地使用。
《大綱》提出"培養學生在口頭上和書面上初步運用英語進行交際的能
力"，無疑是比過去的要求提高了 。為了實現這一教學目的，《大綱》在"教學
要求"和"內容"等部分做了相應規定。例如，《大綱》的"教 學內容"部分不
僅列出了語音、詞彙、語法等項目，而且詳細列出了日常交際用語41項，約有
300多個基 本句型和用語。《大綱》在"教學要求"部分提出了學生能聽懂用
略慢的語速談有關日常生活的內容，能運用 《日常交際用語》表中的表達方法，
圍繞日常生活話題，進行初步的交際。
《大綱》在第五部分"教學中應該注意的幾個問題」中指出：「要遵循英語
教學規律，處理好語言基礎知 識和語言能力之間的關系。"高中要繼續加強英
語基礎知識的教學和基本技能的訓練，其目的是指導學生更好 地進行語言實踐，
培養實際運用英語進行交際的能力。另一方面，在教學語言知識的過程中應盡量
加強實踐， 進行有目的的語言運用。"在掌握語言基礎知識的同時，注意培養
言語技能，並發展成運用英語進行交際的能 力。因此，要結合生活實際和學生
今後使用英語的需要編寫各種有助於開展交際活動的材料。"這就向教材編 寫
者和教師提出了要求，要設法創造交際活動的情景，開展多種形式的交際性活動，
例如，角色表演、調查、 解題、討論、辯論、采訪、寫便條、寫信、記日記等，
使學生能有充分的機會通過口、筆頭使用英語表達自己 的思想。
為了保證實現《大綱》規定的教學目的和貫徹上述教學原則，不僅要向教材
編寫者和教師提出要求，還要 對測試評估人員提出要求。《大綱》第六部分"考
試和考查"規定，組織考試和考查時，既要考查學生的英語 基礎知識，更要考
查學生運用英語進行交際的能力。考試和考查的形式要包括筆試、口試及聽力測
試。
《大綱》在"教學目的"部分強調了培養交際能力的重要性，由此又對教學
內容、要求、原則及考試等方 面作了相應的規定。這些規定體現了改革的精神。
（二）側重培養閱讀能力
在英語教學中，聽說讀寫既是教學目的，又是教學手段。《大綱》對聽說讀

高中階段書面 語大量增加，培養閱讀能力對學生的學習和為今後打基礎都至關
重要。吸收語言和信息的渠道主要是靠聽和讀 ，在我國相當一部分地區的學生
不可能以聽為主要渠道，但大量開展閱讀是可行的。閱讀是理解和吸收書面信 息
的手段，它有助於擴大詞彙量、豐富語言知識、了解英語國家的社會和文化。聽
是理解和吸收口頭信息的手 段。聽和讀是吸收，是輸入；說和寫是產出，是輸
出。只有足夠的輸入量，才能保證學生具有較強的說和寫的 輸出能力。輸入越
多，輸出就越多。在我國缺少英語環境的條件下，要迅速大幅度地增加詞彙量，
使學生產生 語感，訓練他們用英語思維，自由地表達思想進行交際，大量閱讀
是一條便捷途徑。
