“God made the world, but the Dutch made Holland.” True to this saying, the people of the Netherlands are again “making” their land.
About 1980 the Netherlands will complete a project begun in the 1920’s: transforming the Zyuder Zee, an inlet (小港) of the North Sea into dry land and a freshwater lake. By stages, 550,000 acres of land will serve several purposes: instrial, recreational, military, and agricultural. During the Christmas shopping rush in London, the intriguing story was reported of a tramp(流浪汉) who, apparently through no fault of his own, found himself locked in a well-known chain store late on Christmas Eve. No doubt the store was crowded with last minute Christmas shoppers and the staff were dead beat and longing to get home. Presumably all the proper Security checks were made before the store was locked and they left to enjoy the three-day holiday untroubled by customers desperate to get last minute Christmas presents
However that may be, our tramp found himself alone in the store and decided to make the best of it. There was food, drink, bedding and camping equipment, of which he made good use. There must also have been television sets and radios Though it was not reported if he took advantage of these facilities, when the shop re-opened, he was discovered in bed with a large number of empty bottles beside him. Everyone also was enjoying Christmas, so he saw no good reason why he should not do the same. He submitted, cheerfully enough, to being taken way by the police. 中国企业的人力资源发展大致分为四个递进阶段,即人事管理-人力资源管理-战略人力资源管理-人才管理。中欧国际工商学院管理学教授忻榕认为,中国企业的人力资源还处于“小学阶段。“我们绝大多数企业把人力资源管理当成行政管理,还不认为是战略或伙伴关系,这中国企业的人力资源发展大致分为四个递进阶段,即人事管理-人力资源管理-战略人力资源管理-人才管理。中欧国际工商学院管理学教授忻榕认为,中国企业的人力资源还处于“小学阶段”。“我们绝大多数企业把人力资源管理当成行政管理,还不认为是战略或伙伴关系,这是定位问题。在这方面,真正优秀的人力资源很匮乏,比管理人才和工程师还缺。”在她看来,中国企业人力资源还处在跟着感觉走的阶段,缺少正式的评估工具,都是东拼西凑,没有真正理解人力资源是一项系统工程。所以,中国的人力资源还有很长的路要走。提前步入人才管理时代事实上,从“人才管理”的概念被提出,至今也不过十几年时间,其中的一些模块、形式,欧美企业仍在摸索中。人力资源在中国企业中被发展、运用,也才是改革开放后渐渐兴起的。但这并不影响中国企业提前步入人才管理阶段。一方面,人才管理是企业人力资源管理发展到战略人力资源阶段的产物,是一种管理理念的更新,而非工具或手段,理应强化战略人力资源的管理思想。虽然它的主要工作仍然是人才的选育用留,但传统人力资源强调的是对事务的管理,而人才管理更关注对人的管理,是以人为核心的管理。另一方面,飞速发展的经济促使了人才市场也在进行着日新月异的变化,尽管企业还停留在传统人力资源阶段,但周遭环境的变化已经不允许HR和企业管理者们用“过去时”的眼光组织人才资源。殊不知,中国不同行业间激烈的人才竞争使得企业在实施人才战略时必须考虑自身的实际条件与业务需求,度身定制。同时,国内外市场扩张、成本上涨、劳资纠纷等经营压力也让中国企业内部常见的管理随意性遇到严峻挑战,亟须科学化、系统化的人才管理。在三星经济研究院首席研究员李牧群看来,中国目前正处于人才的高增长阶段,“此前外企将中国作为劳动力的终端机构,纷纷来华设立生产工厂,但现在这个比重正在发生变化,的外企开始将中国作为消费地看待,由此企业研发部门增多,所需人才也不再是简单的技术生产工人。”他认为,本土企业是最早一批进入中国市场的公司,依靠国家经济整体的发展与进步,无论怎么做企业都会实现高速成长。然而,现在这一疯狂增长期已经过去,靠企业家一人打天下的时代一去不复返,企业要想继续生存、发展,就需要规范化的人才管理。另外,从人才的供给层面来看,国内人才供给明显疲软,高端人才主要靠过去几年外企培养,现在民营企业寻找职业经理人时,只能从外企挖。也正是基于内外因素的相互刺激作用,中国企业的管理者们渐渐开始意识到人力资源管理不仅仅是HR部门的职责,更是HR与高层管理者共同的责任,人力资源管理的责任往往要下放至业务主管,才能使企业不致陷入被动。“中国企业的人才管理现在处于萌芽或刚起步的阶段,之前企业考虑的是如何生存与发展,企业与员工之间是简单的雇佣与被雇佣的关系,多数私企还处在这样一个阶段。但从外部环境来看,人才竞争已经开始显现,招聘到合适人才成本越来越高,需要企业营造长期的软环境。”李牧群说道。人力资源处于变革期随着越来越多的80后担当骨干,90后也开始步入职场,人才代际正发生着潜移默化的转变,而这种转变对中国企业的影响尤其剧烈。现在,变革时期的人力资源特征开始显现:跳槽频率增加,跨行业流动频繁;当人的自我意识变小后,更渴望尝试新鲜事物,对职业的选择面更为宽泛;之前社会分工较简单,职业与职业之间的交集少,而随着行业的发展变化,开始出现交集。此外,“大学生”这张名片已不再是“试金石”。李牧群认为,当下中国社会整体变革属于非常态,无论个人收入还是对工作的态度都在变化,人的欲望越来越高。“中国和日本、欧美社会不太一样,他们属于平的,有变革,但不是剧烈的变革,人也容易心平气和地静下来想一些事情,而中国属于非常态的剧烈变革期,人的心态比较浮躁。”以新老人才代际更替为例,新一代人才与老一代人才对企业的期望有相同之处也有不同之处,相同之处是二者都将企业作为谋生之地,不同之处是老一代人把企业当作归宿,忠诚度高,无论企业文化还是社会文化,都认可或赞美这种从一而终的行为。而80后、90后显然不这样认为,他们是最早开始接触网络的一代,想法自然与60后、70后不同,首先从价值观上就不一样。当下社会里80后已经逐渐成为企业的中坚力量,有的已经步入高管层,他们中多数是独生子女,对家庭不再负有特别重的责任,经济压力小很多,有空间去实现自我,允许犯错误。他们对于企业的忠诚度下降,而要求越来越多。“新一代的人才更遵从于自己的专业,他们没有很好的职业与人生规划,相反,更希望企业提供这样的帮助。现在可能在某一岗位任职,但一段时期过后可能他会想着调整岗位,换一种工作方式,去实现新的目标与理想,这是现代企业人才的特征。”李牧群认为,企业现在开始着手人才管理可以为今后吸引新一代人才做准备,“虽然90后与80后之间也有不同,但差异性不是很大,不需要企业做大的变革,只需调整几个模块即可。而一旦错过了解80后的时机,以后人才愈发难留,相当于企业出现了人才断层。”某种程度而言,正是基于种种社会与企业变革,才会出现经常有老板抱怨HR“不给力”的现象——合适的人招不上来,可塑之才又留不住。HR也牢骚满腹,埋怨业务部门未能对这一问题花费足够的时间和心思去和HR进行事前沟通。一些HR高管认为,狭隘的“孤立”思维和企业内部缺乏协作是此类问题产生的根本,但他们也不将人才管理流程和系统视为主要问题。德国管理学界曾流行过一句话——“垃圾是放错了位置的人才”。如果一个人在自己的位置上能圆满完成工作,能为企业创造最大利润,那么他就是人才。这句话或许可以作为人才管理的“注脚”。在李牧群看来,中国企业在用人方面是一种“短视心理”,可能外部的环境决定企业不得不这样做,中国中小企业的寿命普遍较短,的还在生存线挣扎,没有时间和精力顾及到人才建设。“前些年拼市场,尝到了胜利的甜头,企业老板便认为这是王道,不用去管员工怎么想,也不用绞尽脑汁想法去留人才。另有部分企业虽然开始重视人才,但在人才的储备与培养方面也是心有顾及——培养了很长时间却被同行挖走,培养人才还不如直接挖人才划算。”人才怎么管理进入人才管理时代,企业对于人才的定义有了更加清晰明确的概念,2007年,英国特许人事发展协会(CIPD)在调查报告中提出新的人才管理视角下对于“人才”的定义应该充分考虑几方面的特征:1.在特定的组织框架下;2.与行业类型和行业特点密切相关;3.动态的,很可能随着组织变化而变化。毫无疑问,人才管理不是钱能解决的。中小企业人才因为接触面比较宽广,所以自我满足感比较强。因此,企业要让员工感受到自我价值的提升,每个人都有自我提升的渴望。“最简单的,员工想什么,企业要和员工所想一致。这是人才管理的最高目标,但要做到太难了,而且不需要每家企业都这么做。人才管理一定要和企业战略相吻合,视企业所处的阶段、规模而定。”李牧群说道。人才管理是一个整合的人才发展体系,在以往人力资源管理工作中,招聘、薪酬福利、组织发展、绩效管理等各职能都是相互割裂的,人力资源管理工作也被职能化的分散在各个子系统中。而人才管理时代的到来将一改这样的局面,人才管理的核心理念在于以“人才”的胜任力模型为核心,贯穿聘用与安置、领导力发展、继任、绩效管理、培训和教育以及保留6个人力资源模块;并通过整合人才评价技术、360评价技术/工具、雇员调查工具等多种人才管理技术/工具,实现人才信息的整合,为企业人才选用育留提供全面科学依据。可以说,人才管理的终极结果是连续的人才供应。无论企业如何调整其商业战略,他们必须要评估和重视支撑企业发展的人才需求。由此可见,人才的选用预留已经不再是单一的用人方关注的重点,已成为人和企业的互动中寻求发展,“人才管理”这个概念应运而生,并且,国内如李宁、万科等企业已经超越人力资源管理进入人才管理阶段。值得注意的几点趋势美世咨询公司认为,导致中国企业开始考虑人才管理的根本原因是之前的经济危机,虽然眼下经济危机已逐渐淡出人们的视野,但它带给企业的影响和冲击不可小觑。根据他们的一项调查来看,在大中华区,仅有8%的企业仍然处于衰退阶段,绝大部分企业已经逐渐走出经济动荡的阴霾。其中,29%的企业在经济振荡期仍保持了增长的态势,其余企业也已摆脱衰退,开始复苏。大多数企业都认为关键人才的竞争将会加剧,有39%的企业预计竞争会明显加剧,而仅有5%的企业认为竞争不会加剧。另外,对于大多数企业来说,领导力规划以及对关键人才和高潜力人才的发展都已被列为未来3~5年内最重要的人才管理内容。另一方面,职业管理、培训/发展和人才管理技术已经下降至企业人才管理任务清单的末尾。但事实上,为了建立良好的人才结构,企业应该重视基础人才的建设,其中包括职业管理和培训。经济的快速增长对资源的压力不断加大。中国经济的飞速发展对国内的人力资源提出了巨大的需求,导致中国在高素质人才,特别是在技术、销售和管理人才供应上出现明显缺口。如今,人才储备竞争在外资企业、民营企业和国有企业(SOE)之间已愈演愈烈。作为应聘者原本优先考虑的外资企业和有着本地优势的民营企业,正在遭受来自国有企业强大人才争夺攻势的威胁。国有企业通过为应聘者提供与外资企业相当的工资、晋升机会、职业发展和福利,已在这场争夺战中初露锋芒。现在,为了占稳自己的一席之地,无论外资还是民营企业,必须重视并重新考虑自己的人才吸引计划。人才保留需求也在加大。激烈的人才竞争为员工带来了大量的外部机会,也在一定程度上降低了员工的忠诚度。现代企业的员工对自己的工作已逐步建立清晰的“权利意识”,他们的期望在自己的职业生涯里能够尽量到得提升,同时还能拥有一份丰厚的回报。如果得不到满足,员工会易于变得不满和不耐烦,他们甚至有可能会为了小幅的工资增长而离开企业——实施恰当的人才雇佣和保留计划,对于企业的发展与成功是至关重要的。缺乏领导和管理技能是一个严重的问题。随着国内经济的快速增长,企业员工晋升的速度也在加快。中国企业的员工,其平均年龄比西方同等职位的人员大约低了10岁。这种情况导致很多中国企业高管还不够成熟,缺乏相应的管理知识和经验。未来,中国的企业会亟须系统而全面的人员发展计划,以提升各创层管理人员的素质。必须从企业的角度出发制定人力资源战略。越来越多的企业领导者对人力资源在组织内的传统定位提出了质疑,他们都希望能够从企业的战略高度出发来解决人才问题。由此,有的企业领导会让业务部门管理者直接担任人力资源负责人,又或将企业人才资源计划转型为更高层面的
