首先，我想说。英语的确是“现在”世界上最通用的语言。但是英语作为表音文字存在一个缺陷就是它会随着时代的变化而产生读音的变化，所以拼写上也会变。你现在去看莎士比亚的作品，是英语写的，但你已经看不懂了。举个近点的例子泰戈尔的诗作里还有一些古英语用词，我们现在就看不懂了。没学习过古英语的人即使是美国人也看不懂这些作品。
至于法语，使用的国家是挺多的。但除了法国等几个欧洲国家外，大部分是非洲国家在实用（而且，我有同学问过一些非洲人，他们现在也在说英语，不说法语了）所以学了法语可以阅读的书主要就是法国出版的以法语书写的书籍了。但是法语也存在和上面提到的英语一样的问题，就是无法阅读古籍。我国这些年来引进的外语图书中占最大比重的是英语书写，法语书籍在市面上还是比较少见的。所以你去找书源也会很麻烦。目前来讲，我还真没见过中国有引进非洲某国出版的法语书籍。
虽然汉语在本国的地位越来越低了，但不得不承认，汉语有两个英语和法语等表音文字都没有的优点：沟通方言和贯通古今。虽然现代人看文言文有困难，但弄本古汉语字典找个注释的，想基本看懂，问题是不大的。所以，学会汉语能看不同时代的作品，中国几千年文明积累下来需要看的书还是蛮多的。
如果非要说一种外语的话，首推的是英语。不过看你的问题，应该是想找英语之外的外语。那我就推荐日语。我认为，日语在学习难度上，对中国人而言，要小于英语和法语。而且网上能找到的日语书籍，国内发行的日语学习刊物，日剧，动漫等资源还是比较丰富的。学习一些日本古代的书籍甚至能帮助我们了解中国古代文化。
