⑺ 高中英语教学仅仅是教语言知识和语言技能吗
普通高中是基础教育的一个重要阶段。在九年义务教育基础上制订的高中教
学大纲是为培养21世纪人才 打好基础的工作。21世纪是科学技术将进一步
迅速发展的时代，是国际间综合国力竞争的时代，是人才竞争 的时代。因此，
当代社会对英语教学的要求比历史上任何时期都要高。1996年制订的《全日
制普通高级中 学英语教学大纲（供试验用）》（以下简称《普通高中英语教学大
纲》或《大纲》），就是在这样一个世纪转 换时期问世的。
《普通高中英语教学大纲》是根据课程计划制订的具有权威性的纲领性文
件，是高中外语教学的实施纲要 ，是教学、教材编写、教学研究和教学评估的
依据。高中英语课通过本学科知识的传授和能力的培养，提高全 体学生素质，
其任务是"培养在不同程度上掌握一些外国语的各方面的人才"。根据《大纲》
的规定，高中三 年分为两个教学目标：头两年要求达到第一级目标，第三年（文、
理科选修）要求达到第二级目标。达到二级 目标的学生一部分通过高考升入高
等学校，另一部分走向社会就业。
然而，我国高中的英语教学长期以来受应试教育的影响，教学目标单一，单
纯为了升学。目前，外语是高 考的必考科目，师生极为重视，教学都很努力。
但是，高考比较重视语法，不设听力或口语测试，有些学校就 放弃听说教学，
用大量的时间搞"题海战术"，严重影响正常的教学。鉴于这些情况，高中英语
课程必须改革 。要认真贯彻《大纲》的指导思想，明确高中开设英语课的目的
具有双重性，使高中英语教学目标分级，分层 次教学，实行等级考试，这样做
有利于因材施教、调动绝大多数学生学习的积极性，从而提高英语教学效益。
本文仅就学习《大纲》的"教学目的"部分，从以下四个方面谈些体会。
一、英语语言教学
《大纲》规定："在义务教育初中英语教学的基础上，巩固、扩大学生的基
础知识，发展听、说、读、写 的基本技能，培养在口头上和书面上初步运用英
语进行交际的能力，侧重培养阅读能力，并使学生获得一定的 自学能力，为继
续学习和运用英语切实打好基础。"这一段文字是从英语语言教学角度提出的，
其中有三个问 题值得深入学习和研究。一是何谓交际能力，怎样使学生获得这
种能力；二是为什么和怎样侧重培养阅读能力 ；三是怎样使学生获得一定的自
学能力。
（一）培养在口头上和书面上初步运用英语进行交际的能力
《义务教育初中英语教学大纲》已提出了"为交际初步运用英语的能力”。
《普通高中英语教学大纲》在 它的基础上提高了要求，提出"在口头上和书面
上初步运用英语进行交际的能力"。与现行中学英语教学大纲 相比，提出"交
际能力"的要求的确是一大进步。
对"交际能力"的涵义，语言学家们有许多分析。概括起来，交际能力至少
要包含三个方面的能力：第一 是语言能力，即掌握语音、语法、词汇等语言的
形式，也就是有语法能力、遣词造句的能力；第二是运用语言 有效地交流思想
的能力，指在预先未知的真实（不是课堂上模拟的）情景中使用语言进行交流，
填补信息沟， 达到交流思想的目的的能力；第三是社会语言能力，要求学生对
所学语言国家的文化要有所了解，懂得何时、 何地、何种场合、对谁该用什么
方式和态度说什么话，要求得体地使用语言达到交流的目的。
过去的英语教学虽然一直强调运用语言的能力，但由于受结构主义教学理论
的影响，对"能力"的理解比 较狭隘，满足于学生理解语言形式、完成机械的
句型操练、掌握一般的听说读写方面的语言技能。学生掌握了 语言知识，但不
过是仅仅具备了语言能力，在实际生活中，他们失望地发现自己听不懂、读不快、
张不开口、 写不出，不会用语言，更谈不上恰当地使用。
《大纲》提出"培养学生在口头上和书面上初步运用英语进行交际的能
力"，无疑是比过去的要求提高了 。为了实现这一教学目的，《大纲》在"教学
要求"和"内容"等部分做了相应规定。例如，《大纲》的"教 学内容"部分不
仅列出了语音、词汇、语法等项目，而且详细列出了日常交际用语41项，约有
300多个基 本句型和用语。《大纲》在"教学要求"部分提出了学生能听懂用
略慢的语速谈有关日常生活的内容，能运用 《日常交际用语》表中的表达方法，
围绕日常生活话题，进行初步的交际。
《大纲》在第五部分"教学中应该注意的几个问题”中指出：“要遵循英语
教学规律，处理好语言基础知 识和语言能力之间的关系。"高中要继续加强英
语基础知识的教学和基本技能的训练，其目的是指导学生更好 地进行语言实践，
培养实际运用英语进行交际的能力。另一方面，在教学语言知识的过程中应尽量
加强实践， 进行有目的的语言运用。"在掌握语言基础知识的同时，注意培养
言语技能，并发展成运用英语进行交际的能 力。因此，要结合生活实际和学生
今后使用英语的需要编写各种有助于开展交际活动的材料。"这就向教材编 写
者和教师提出了要求，要设法创造交际活动的情景，开展多种形式的交际性活动，
例如，角色表演、调查、 解题、讨论、辩论、采访、写便条、写信、记日记等，
使学生能有充分的机会通过口、笔头使用英语表达自己 的思想。
为了保证实现《大纲》规定的教学目的和贯彻上述教学原则，不仅要向教材
编写者和教师提出要求，还要 对测试评估人员提出要求。《大纲》第六部分"考
试和考查"规定，组织考试和考查时，既要考查学生的英语 基础知识，更要考
查学生运用英语进行交际的能力。考试和考查的形式要包括笔试、口试及听力测
试。
《大纲》在"教学目的"部分强调了培养交际能力的重要性，由此又对教学
内容、要求、原则及考试等方 面作了相应的规定。这些规定体现了改革的精神。
（二）侧重培养阅读能力
在英语教学中，听说读写既是教学目的，又是教学手段。《大纲》对听说读
写的能力都有量化的要求，听 说读写训练是相辅相成的，不可偏废。
听说是英语起始教学的基础。在初中阶段侧重听说，逐步培养读写，有助于
打好语音和口语基础，还能引 起学生的兴趣，调动他们学习的积极性。读写可
